Mid-term evaluation of the Regional Development and Protection Programme

The specific objectives of this evaluation are to provide the relevant services of the European Union and the interested stakeholders with:

The main users of this evaluation will be the EU Delegation to Ethiopia, the EU Trust Fund team in Brussels, the implementing partners and other relevant stakeholders, including Ethiopian authorities at federal and regional level.

The evaluation will cover the period 1 January 2017 until 30 June 2018 (first eighteen months), taking into account the different start date of the implementation of the action for the five lots. In terms of geographical scope, the evaluation will focus on:

The evaluation will assess the Action using the five standard DAC evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability and impact. In addition, the evaluation will assess two EU specific evaluation criteria:
